JOSE “PEP” TABLADA III
PRESIDENT

Pep served thirteen years in the United States Marine Corps (active duty and Marine Corps Reserve) as a Force Reconnaissance Marine. During his service, he was a graduate of the Basic Reconnaissance Course, Combatant Diver, Static Line Airborne, HALO/Military Free Fall, Marine Corps Scout Sniper, SERE-C, High Risk Personnel and other associated special operations qualification courses. Having served as both a Team leader and Platoon Sergeant while serving with 1st, 2nd and 4th Force Reconnaissance Companies in peace time and during Operation Iraqi Freedom, Pep was medically separated and subsequently retired from active service in 2005. In 2007, Pep was selected as the Director of the MARFORPAC Command Operations Center. While filling this position, he was responsible for developing MARFOR level Command Operations Center and Crisis Action Team (CAT) standard operating procedures, a detailed training/certification plan for all assigned COC and CAT personnel, the Command Continuity of Operations (COOP)/emergency relocation plan and was the project lead for the design and build of the current MARFORPAC COC facility. The COC project was completed in fourteen months (initial design to project completion) and exhausted less than half of the original project budget of $13 million dollars. This project provided Commander, MARFORPAC a state of the art secure facility capable of executing Geographic Combatant Command (COCOM) directed operations, C2 of operating forces (I & III MEF), execution of Marine Corps Support to OPLAN/CONPLAN execution, DOD Support of Civil Authorities (DSCA) and other operations as necessary, significantly under budget and ahead of schedule. In 2015, Pep was promoted to Director of Operations of the MARFORPAC G3/5/7 Division. In this role, he is responsible for supervision, oversight and coordination of a Directorate responsible for Marine Corps Current/Future Operations, Global Force Management, Readiness, Reserve Integration, Expeditionary/MAGTF Operations, MAGTF Training Program, Formal Schools and Force Protection (CBRN, LE, CIP, AT/FP, NLW). As the MARFORPAC Director of Operations, he has been responsible for the coordination of numerous MARFORPAC contingency operations and tier one exercises to include Operations Tomodachi (Foreign Humanitarian Assistance and Consequence Management in Japan/March – May 2011), Operation Damayan (Foreign Humanitarian Assistance in the Philippines – November 2013) and Operation Sahayogi Haat (Foreign Humanitarian Assistance in Nepal/May 2015) In 2019, Pep was promoted to the Deputy Assistant Chief of Staff for Operations & International Engagement (Deputy AC/S G3) of Marine Corps Forces, Pacific. In this role, he is tasked with assisting the MARFORPAC Operations Officer in the operational oversight, proper employment and future training, acquisition and employment strategy of 2/3’s of the United States Marine Corps operating force (I & III MEF). His personal decorations include the Navy & Marine Corps Medal (2nd award) with combat distinguishing device and the Combat Action Ribbon. He is currently married to Charity Tablada and has a daughter (Hunter) and a son (Haven).

RANDY ST. CLAIR
SECRETARY

Randolph J. “Jax” St. Clair is a former Reconnaissance Marine who entered the Marine Corps in 1988 and attended boot camp at MCRD San Diego in early 1989. He had two periods of enlistment, from 1988 to 1996 and from 1998 to 2001. All of his service was with 4th Force Reconnaissance Company. In 1990, he went through Amphibious Reconnaissance training at NAB Coronado and MCB Camp Pendleton, and initial parachute training at the U.S. Army Airborne School at Ft. Benning (now Ft. Moore). After the completion of his initial training, he was assigned to a reconnaissance platoon at 4th Force Reconnaissance in September 1990. From November 1990 to July 1991, he deployed as part of Operation Desert Shield/Desert Storm. For the duration of Desert Shield/Desert Storm, 4th Force Recon was attached to Surveillance Reconnaissance Intelligence Group 5 (SRIG 5), part of the 5th Marine Expeditionary Brigade (5th MEB). When 5th MEB was on the way home from the Persian Gulf, they were tasked to assist in Operation Sea Angel, cyclone rescue and relief operations, in Bangladesh. Between 1992 and 1994, he and his teammates took part in drug interdiction missions along the U.S. Southwest border, working alongside the U.S. Coast Guard and U.S. Customs & Border Patrol. During his time with 4th Force Reconnaissance, his additional training included winter and summer training courses at the Marine Corps Mountain Warfare Training Center, SERE, small boat launch/recovery operations with the U.S. Coast Guard, and high altitude static line parachute operations. He held positions as Recon Indoctrination Platoon (RIP) Platoon Sergeant, RIP Instructor, Assistant Team Leader, and Training NCO. During his last enlistment period, he went to law school; graduating in 2002. After a 2-year judicial clerkship with an Oregon Circuit Court Judge, he began his career as a prosecutor in Washington State where he worked for almost 14 years. He is now a federal prosecutor in Nevada with a focus on terrorism and national security related cases. He also volunteers as an alpine patroller and member of the National Ski Patrol (NSP) and has patrolled at Mt. Bachelor, OR; Alpine Meadows, CA; and Mt. Rose Ski Tahoe.

TODD SMALENBERG
VICE PRESIDENT

Todd grew up in a military family and graduated from Oscoda High School, in Oscoda, Michigan. After graduating high school early, Todd enlisted and shipped to Recruit training in March of 1983. Upon graduating from Recruit training and Infantry Training School, Todd was assigned to 3rd Reconnaissance Battalion in Okinawa Japan after passing and completing the Reconnaissance screening and assessment at the School of Infantry. Todd earned the coveted 0321 MOS and began his Reconnaissance career. Todd had the pleasure and privilege of having served in all three active-duty Recon Battalions and 1st and 2nd Force Recon Companies. He served in the United States Army Special Operations Command (USASOC), 1st Special Warfare Training Group (SWTG), 2nd Battalion, Bravo Company as a Detachment Leader in the Basic Freefall course and Assistant Non-Commissioned Officer in Charge of the Jumpmaster Course. He also was assigned to Recruiting Station Lansing, Michigan for his special duty assignment tour. After 14 months as a canvassing recruiter, he was assigned as a Staff Non-Commissioned Officer in Charge of a Recruiting Sub-Station where he was meritoriously promoted to Gunnery Sergeant. Todd deployed throughout his career with several combat tours to include Desert Storm, Somalia, Bosnia, Iraq, Afghanistan and counter-drug operations in South America. He had the distinct pleasure of being a: point man, assistant RTO, RTO, ATL, Equipment NCO, Company Training NCO, TL, SCUBA Locker NCO, Jump/Dive Officer, Platoon Sergeant and finishing his career as a Battalion Operations Chief. After returning from Fallujah, Iraq in late 2004, Todd decided to retire shortly thereafter in 2005 after fulfilling his goals and ending his career as 1st Recon Bn Operations Chief. He fulfilled his goals of serving in almost every enlisted billet in an active Reconnaissance unit. Upon retiring, Todd worked for a classified Intelligence, Reconnaissance, and Surveillance (ISR) program for the Department of Defense (DoD). He also conducted low-profile Personal Security Details (PSD) in Iraq before becoming a Senior Operational Advisor on a select team of former Special Operation members. He advised the inter-agency of the United States Government (USG) from taskings, assessments, and subject matter expertise for threat reduction and mitigation to US forces and the homeland. He embedded and conducted combat operations with not only US forces but also NATO and non-NATO countries in Iraq, Afghanistan, Philippines, Thailand, Baltic States and NW Africa. Todd retired from working as a Senior Operations Advisor after another 18 years of service to our country in 2023. Todd has numerous awards and recognitions for his service to our country. He has an undergraduate degree in Intelligence Studies and a master’s degree in National Security Studies, both with honors. He is an Ambassador for Move United, assisting children and adults overcoming physical and mental challenges with adaptive sports. He is also a lifetime member of the Veterans of Foreign Wars (VFW) and the Marine Corps League. Todd has been married to former Lynne Wiseman of St. Clair Shores, Michigan since 1987. She also assists the foundation as a family support member, they have two grown children who blessed them with six beautiful grandchildren. They currently reside back home in the great state of Michigan where they love giving back to the community that shaped so much of their lives.

MARTY WILLIAMS
TREASURER

Marty Williams enlisted in the Marine Corps in December 1987, during his senior year of high school and began basic training August 29, 1988 at MCRD Parris, SC. Upon completion, PFC Williams reported to the School of Infantry (SOI) for training as a Rifleman. In February 1989, LCpl Williams reported to Marine Barracks, Guam for duty.
In August 1990, LCpl Williams reported to 3rd Plt, K Co, 3/5, 1st Marine Division as a Rifleman and held the position of Fire Team Leader. In November his unit (5th MEB) deployed to the Middle East in support of Operation Desert Shield/Desert Storm. Enroute (on ship) he was promoted (meritoriously) to Corporal. Cpl Williams saw action in Al Wafrah oil field (Kuwait). On his way back to the US, Cpl Williams participated in Operation Sea Angel, disaster relief effort in Bangladesh.
Upon returning to the US, Cpl Williams transferred to the Scout Sniper (STA) platoon and graduated Sniper School (1st Marine Division) in December 1991. In April 1992, he deployed (UDP) to Okinawa and spent 4 months in the Philippines working with Department of State personnel (US Embassy Manila) overseeing retrograde operations of US forces (Subic Bay).
Returning to the US in November 1992, Cpl Williams continued unit sniper training. June-July 1993, he participated in JTF-6, counter drug operations (US Forestry Service) on the US/Mexico border. Sgt Williams was assigned instructor duty at the 1st Marine Division Sniper School, Camp Pendleton, CA in October 1993.
In May 1995, Sgt Williams deployed to the Middle East with STA 1/1, 15th MEU (SOC). He participated in Operation Southern Watch, conducting surveillance patrols on the Kuwait/Iraq border.
Returning to the US in June 1996, Sgt Williams continued unit training. In October 1996 Sgt Williams was assigned Drill Instructor (DI) duty at MCRD San Diego, CA. Upon completion of DI School, Sgt Williams was assigned to L Co, 3rd RTBN, RTR, where he successfully graduated 6 recruit platoons as a Junior Drill Instructor.
In April 2000, after a successful tour of duty, Staff Sergeant (SSgt) Williams was assigned to the Recon & Surveillance (R&S) Section, Special Missions Branch, 3rd Special Operations Training Group (SOTG), Okinawa as an instructor. During this assignment, SSgt Williams was attached to ODA-135, C Co, 1st Bn 1st Special Forces Group (SFG) and participated in the creation, training, and staffing of the Light Reaction Company (LRC) in the Republic of the Philippines. In May 2003, SSgt Williams returned to the US, assigned to 1st Plt, 1st Force Reconnaissance Company. Attached to the 15th MEU (SOC), Gunnery Sergeant (GySgt) Williams participated in Operation Unified Assistance, humanitarian assistance for the Tsunami in Indonesia (December 2004) and Operation Iraqi Freedom (OIF) 3, conducting combat operations in Baghdad, Iraq. Returning to the US in July 2005, GySgt Williams was assigned to 1st Reconnaissance Bn, 1st Marine Division and was assigned to the Reconnaissance Training Platoon (RTP).
He was next assigned to 3rd Plt, B Co and in April 2007, deployed to the Al Anbar province of Iraq and conducted combat operations in support of OIF 6.8. Returning to the US in October 2007, GySgt Williams was “acting” Company (B) First Sergeant until his retirement in August 31, 2008.

Marty resides on Oceanside, CA and is in the financial services industry, committed to helping families, businesses, and non-profit organizations earn more income, get properly protected, debt free, and financially independent. His financial licenses include: life insurance, Series 6 & 63, fixed indexed/variable annuity certification, with clients in 8 other states besides California. He is honored to be serving as the MRF Treasurer.

CHRIS MAY
BOARD MEMBER

Master Gunnery Sergeant Christopher L May was born in Abilene Texas on January 16, 1974. He enlisted in the Marines in 1993 and attended recruit training at Parris Island. Upon completion MGySgt May reported to Camp Lejeune and attended SOI where he attained the 0311 MOS. MGySgt May was meritoriously promoted to Private first class and reported to Marine barracks 8th& I where he served as a body bearer until August of 1995. MGySgt May transferred to 3rd Battalion 1st Marines and was assigned to Lima company 1st platoon. During this time MGySgt May participated in his 1st West pack and Rim pack deployments. Upon returning from deployment MGySgt May was discharged from the Marines in December 1997 and reported to Golf Company 2/23 as a reservist.MGySgt May was selected for the Active Reserve program and reported to SOI at Camp Pendleton as an instructor with India company. In April 1999 MGySgt May reported back to active duty and was assigned to Lima Company 3rd Battalion 1st Marines where he served as the guide for 1st platoon. Upon returning from his 2nd west pack MGySgt May reported to 1st Reconnaissance Battalion in February 2001 and was assigned to Alpha Company 1st platoon and deployed on his 3rd West pack as a team leader. Shortly after returning MGySgt May redeployed in support of OIF as a platoon commander with Alpha Company 5th platoon. MGySgt May transferred to 1st Force Reconnaissance Company in September 2003 where he served as a team leader with 3rd platoon and deployed for the 5th time in support of OIF. At the end of this tour MGySgt May transferred to I&I duty with 4TH Force Reconnaissance Company in June of 2006 as the company operations chief. MGySgt May deployed for the 6th time as a platoon commander with Echo Company 3rd Reconnaissance Battalion when his company was activated in 2008 in support of OIF. Upon return, MGySgt May was transferred to 1st Marine Special Operations Battalion. MGySgt May deployed as the Special Operations Task Force 81 current operations chief and the CJSOTF-A JOC NCOIC. MGySgt May returned from deployment and transferred on June 25 2011 to Force Reconnaissance Company I MEF where he served as the company operations chief. Since 2013 MGySgt May has held positions as the Reconnaissance Occupational Field Sponsor and the USMC Combatant Diving Advocate for HQMC, SNCOIC of the Reconnaissance Training Company and was transferred On July 1st 2016 to 1st Reconnaissance Battalionand served as the Battalion Operations Chief until retiring on December 31st 2017. Chris May served as the I MEF LNO for the Center for Advanced Operational Culture Learning supporting I MEF and ITX for every unit deploying overseas until April 2019. Chris May currently Serves as the Ambassador for the INVICTA Project and Owner of Brother Recon LLC Chris has been married to Kathy May since 2002. We have been graced with 4 wonderful children. 2 in collage and 2 still at home with us in Keller TX.

CHARLES KIRWAN
BOARD MEMBER

Charles Kirwan enlisted in the Marine Corps on 25 Aug 1986, attended Recruit Training at MCRD San Diego, Ca. Upon graduation attended the Field Radio Operators Course in 29 Palms, Ca. After graduation in April 1987 received orders to 3rd FSSG, Camp Kinser, Okinawa, Japan for a one-year tour as a Radio Operator. In May 1988 LCpl Kirwan reported for duty with 1st Reconnaissance Bn, Camp Talega Camp Pendleton, Ca. It was with 1st Recon he participated in Operation Desert Storm. In Oct 1993 Sgt Kirwan attended Marine Corps Recruiters School and was assigned to RS San Antonio Texas, RSS Austin South as a canvassing Recruiter until Nov 1996. Upon Successful completion of Recruiting Duty SSgt Kirwan was assigned to 3rd Reconnaissance Company, Camp Schwab, Okinawa Japan, as the Company Radio Chief but was appointed to serve as the Platoon Sergeant for that tour supporting the outgoing 31st MEU Platoon. After Returning to CONUS in Dec 1998 SSgt Kirwan was stationed with Communications Company, Headquarters and Service Bn, 1st FSSG leading the Mux and Radio Platoons as the Radio Chief. While with 1st FSSG he attended Both Communications Systems Chiefs and Communications Chiefs Courses throughout 1999. In Aug 2000 GySgt Kirwan was assigned to Joint Task Force Six as the SNCOIC of the J6 Operations section and a Communications Planner for missions within the United States. After his Joint Assignment, which ended Sep 2004 MSgt Kirwan was assigned as the Operations Chief for B Co, Marine Wing Communications Squadron 28(MWCS-28). While assigned to MWCS-28 MSgt Kirwan deployed to Iraq twice. In 2008 MSgt Kirwan was promoted to Master Gunnery Sergeant and reassigned to the Marine Wing Support Group (MWSG-27) as the S6. Throughout this assignment he supported the 4 squadrons under MSWG-27 during multiple deployments. In 2010 he received a new assignment and reported to Marine Corps Special Operations Command (MARSOC), serving as the G6 Communications Chief and Senior Enlisted Advisor. He was instrumental in the development of the Special Operations Capabilities Specialist program for Communicators throughout the command. In Feb 2014 MGySgt Kirwan Retired from active duty and now currently resides in Round Rock, Tx and is employed by the City of Austin as an IT Manager. MGySgt Kirwan is married to Kelli and together they have been blessed with six children and twelve grandchildren. CHAD RAMSEY
BOARD MEMBER

Chad Ramsey enlisted in the United States Marine Corps on 25 February 1990 and retired on 01 September 2018, serving for nearly 29 years. Chad retired at the rank of Master Gunnery Sergeant (E9) from II MEF Expeditionary Operations Training Group as the SEL. Chad hails from Gridley, California, and Graduated from Gridley High School in June of 1989. Private Ramsey completed recruit training at Marine Corps Recruit Depot, San Diego, Ca. in May 1990. He was then transferred to the School of Infantry (SOI) at Camp Pendleton, Ca. for both Marine Combat Training (MCT) and MOS-specific training as a Basic Infantryman (MOS 0311). Upon completion of SOI, and after 3 of 30 to pass the reconnaissance screening he was promoted to the rank of Private First Class and assigned to 1st Reconnaissance Battalion at Camp Pendleton. As a Private First Class and Lance Corporal, Chad attended the Amphibious Reconnaissance Course (ARC), the Army Airborne Course, and the SERE Course. During this period, his billet assignments included Point Man, Field Radio Operator, and Assistant Team Leader. While assigned to 1st Reconnaissance Battalion, he participated in Operation DESERT SHIELD/STORM as a member of Delta Company. He was then transferred to 1st Reconnaissance Battalion (Light-Armored) as part of the Battalion’s realignment. As a Corporal Chad attended Army RANGER School and served as Assistant Team Leader and Team Leader. In August 1993 he was transferred to Recon Company 5th Marine Regiment, where he deployed to Operation Restore Hope in Somalia from December 1993 to May of 1994. His recon team occupied the roof of the US Embassy in Mogadishu, and he was promoted to the rank of Corporal on the roof of the US Embassy. In November 1993 Corporal Ramsey was transferred to the 1st Marine Division Recon Company. In the summer of 1994 Corporal Ramsey deployed with the 15th MEU (SOC) and conducted operations in support of Operation Restore Hope. Sergeant Ramsey was transferred in April 1996 to the Very Shallow Water Mine Counter- Measures (VSW/MCM) test detachment in Coronado, California, as the first 0321 “Plank Owner” and promoted to the rank of Staff Sergeant. After a 3-year recruiting duty tour with the 8th Marine Corps District in Ocean Springs, Mississippi, he was transferred to Camp Lejeune, NC in October 2002 for duty with 2nd Force Recon Company. He subsequently deployed with Task Force Tarawa as a Force Recon Team Leader in support of OIF I. In October 2003 Chad was promoted to the rank of Gunnery Sergeant. Gunnery Sergeant Ramsey was assigned in 2004 as the Recon platoon sergeant for the 22nd MEU, and deployed in the Fall of 2005, conducting combat operations during OIF 3.1 and 4.6. Upon redeploying, he was assigned as the Staff Noncommissioned Officer in Charge of the Reconnaissance Marines Awaiting Training (RMAT) program at 2d Reconnaissance Battalion. In January 2007 Gunnery Sergeant Ramsey was re- assigned as the Training Chief at 2d Reconnaissance Battalion, and was promoted to the rank ofMaster Sergeant in September 2007, and then deployed with the Battalion to OIF 6.8.2 in October of 2007. Master Sergeant Ramsey was re-assigned in June 2008 to Headquarters Marine Corps (PP&OE, POG-40) as the Reconnaissance Occupational Field Sponsor (0321 PMOS), and the Combatant Diving advocate. Upon his promotion to Master Gunnery Sergeant in Dec 2011, he served as the 0321 Occupational Field Sponsor at PP&OE, HQMC, Battalion Operations Chief at 2nd Reconnaissance Battalion, and Staff Non-Commissioned Officer in Charge of II MEF EOTG at Camp Lejeune, NC. Master Gunnery Sergeant Ramsey’s military education includes The School of Infantry, Amphibious Reconnaissance Course, Army Airborne Course, Survival Evasion Resistance Escape (SERE), Army RANGER School, Marine Corps Combatant Diver Course, Diving Supervisor Course, Basic Recruiters Course, Special Forces Military Freefall Parachutist School, Amphibious Warfare School, and Infantry Operations Chief. He also holds a bachelor’s degree in 19th and 20th Century American History from American Military University. Master Gunnery Sergeant Ramsey has deployed 6 times, participating in Operation DESERT SHIELD/STORM, RESTORE HOPE x2, and IRAQI FREEDOM x3. His decorations include: The Legion of Merit w/gold star, Navy and Marine Corps Medal, Navy Commendation Medal, Navy Achievement Medal w/ 2 gold stars with combat distinguishing device, and the Combat Action Ribbon with two gold stars. Master Gunnery Sergeant Ramsey is married to the former Kelli Ann Kincannon. They have two sons: Kade (22), William (20), and a daughter (Charlotte (14)). They currently reside on the coast in Hampstead, North Carolina.

BLAKE SMITH
BOARD MEMBER

Blake is a retired Sergeant Major with over 27 years of service. He served initially as an Infantryman and later as a Reconnaissance Marine. He served in 1st Force Reconnaissance Company, 1st Reconnaissance Battalion and the Basic Reconnaissance Course. As a Reconnaissance Marine he held the billets of point man, Team Leader, and Company 1stSgt. He also served as a Marine Drill Instructor/Senior Drill Instructor, Assistant Marine Officer Instructor at the University of San Diego, Battalion and Squadron SgtMaj, and Director of the Staff Non-Commissioned Officer Academy. Blake deployed several times throughout his career including combat deployments to Desert Shield/Storm, Somalia, Afghanistan, and Iraq. After retiring from the Marine Corps in 2016, Blake continued to serve his community as an Oceanside Police Officer and Motor Officer. He retired after an untimely on duty accident which prevented him from continuing service. Blake is married to Cathy Smith who also assists with the Marine Recon Foundation. They have three adult children Jacob, Hannah, and Lance.

DONNIE HASSELTINE
BOARD MEMBER

Donnie Hasseltine serves as a member of the Board of Directors for the Marine Reconnaissance Foundation, the leading 501(c)(3) foundation supporting Reconnaissance Marines, Corpsmen and their families. He has volunteered with the foundation since 2017 after seeing the support they provided to his Marines and Sailors. A 22-year veteran of the U.S. Marine Corps, Donnie completed combat deployments to Kosovo, Iraq, and Afghanistan. His military assignments included multiple infantry, recruiting, and staff positions across all four Marine Divisions, including command of the First Reconnaissance Battalion from 2014-2016. He holds the Expeditionary Ground Reconnaissance Officer MOS and was a qualified Naval Parachutist. A cybersecurity professional and technologist with deep experience in tech private equity and business to business software as a service (B2B SaaS) products, Donnie is the Vice President for Security at Second Front Systems (2F), a public benefit software company accelerating the delivery of mission-critical software-as-a-service (SaaS) solutions to government. Donnie additionally serves as the information technology sector chief for the Bay Area chapter of Infragard, a public-private partnership with the FBI to protect critical infrastructure. A graduate of the Virginia Military Institute, the Naval War College, and Brown University’s cybersecurity program, he was a 2022 Presidential Leadership Scholar and a Veteran Fellow at the Hoover Institution for 2021-2022.

JEFF STEVENS

Jeff Stevens was born in Jericho, Vt, a small town in a rural farming area. He is a legacy Navy man, who’s grandfathers served as Sailors in WWII on both fronts of the war. His maternal grandfather was a Pharmacist Mate 2 nd Class who stormed Iwo Jima with the 4 th Marines. His advice was to be a Corpsman, work with the Marines, they will take good care of you. He enlisted at 17 and was off to bootcamp in February 1992. After 2 years at a Naval Hospital, assessed for the Special Amphibious Reconnaissance Corpsman Pipeline. Upon graduation, he was assigned to 3 rd Recon Company, Okinawa. He has been assigned to the following commands: 3 rd Recon, 1 st Recon, 4 th Recon, 1 st Marine Special Operations Battalion, JFK Special Warfare Center and JSOC. Jeff retired at 24 years in 2016, after multiple deployments to Iraq, Afghanistan, and Africa, to Pinehurst, NC to enjoy life with his wife Carol and daughters Sadie and Caitlin. He currently works as a government contractor. His passion is pastoring a home church in Pinehurst and mentoring Godly men.

ANDY RUBERG
ADVISOR

Andy Ruberg has 13 years of service, including the United States Marine Corps and Federal Bureau of Investigation. Andy joined the United States Marine Corps in May 2003 and deployed to Fallujah, Iraq in 2004 and Upper Sangin Valley, Afghanistan in 2011. During this time, Andy was a Reconnaissance Team Leader for 3rd and 4th Recon Battalion and focused on village stability operations, battlespace shaping and detection / deterrence of insurgent activities. His personal decorations include a Bronze Star with combat “V”, combat action ribbon and GWOT Service & Expeditionary medal, among others. Following his Marine Corps service, Andy joined the Federal Bureau of Investigation as a Special Agent focused on international and domestic terrorism. Andy deployed with the FBI Fly Team in 2015 supporting Tier 1 and Tier 2 Special Operations teams in the Middle East and East Africa. Currently, Andy is a Software Sales leader at Microsoft focused on cybersecurity. Andy has extensive tactical and operational experience working with service men and women across the armed forces and government agencies.

GEORGE BRISTOL

George H. Bristol is a retired Marine Corps Colonel – George is a native of Rhode Island – he enlisted in the Marine Corps in 1975 and served for 38 years in Reconnaissance, Infantry, Intelligence, and Special Operations, from enlisted to officer. He commanded at every commissioned rank and spent 19 of 38 years overseas. He is the creator of the Marine Corps Martial Arts Program and is proud to be a Reconnaissance Marine. In his second career, he resides in Montana and works for several law enforcement entities as a tactical tracker and combatives instructor. He is married to Janet Bristol - a retired Navy Captain - and they have two children - Samuel and Cory - and a granddaughter - Alice. Colonel Bristol is deeply honored to be an Advisor to the MRF and greatly enjoys mentoring the current generation of Recon Marines.

ANDREW KOLTUNOCWICZ
ADVISOR

Andrew “Tuna” Koltunowicz is a retired Recon Marine who served two combat tours in Iraq. During his service, he was a graduate of the Basic Reconnaissance Course, Static Line Airborne, Marine Corps Scout Sniper, SERE and other associated qualification courses. He served as a Team Leader in two combat deployments first in 2004 for the second battle of Fallujah, Operation Phantom Fury, Operation al-Fajr. And again back to Fallujah in 2006. His personal decorations include the Navy & Marine Corps Commendation Medal with combat distinguishing device, Navy and Marine Corps Achievement Medal with combat distinguishing device, Combat Action Ribbon and Purple Heart. He and his wife Kristina have five children. Coco, Sonny, Luca, Rocco & Kaia. Andrew works for Macquaire Asset Management as a Regional Director. He has spent the last 16 years working in similar roles for large asset managers.

RJ Blackwell
Athletic Director

RJ is our Athletic Director; he started his journey as a young Reconnaissance Marine at 1st Reconnaissance Battalion as a roper and graduated from the Basic Reconnaissance Course in March of 2005. The Reconnaissance Community always instilled a mindset of shattering the perceived boundaries of limitations set down by others, and mission accomplishment. Even today, at forty years old, he continues that mindset with a love for endurance sports and a continuous goal of exceeding those perceived boundaries, and shattering limitations. He enjoys training for, and competing in road running, trail running, and multi-discipline (triathlons), and has qualified for U.S. Nationals for his age group in the multi-discipline event. His wife Elizabeth, who is also forty years old, has been an amazing example for him. In 2020 she qualified for, and competed in, the U.S. Olympic Trials for the marathon. She has also competed in the pro field for several international races and National Championships. Endurance sports have been a huge part of their lives and creates an example of health and well-being to their children. Charity is the wife of Pep Tablada, current President of the Marine Reconnaissance Foundation, and a MRF Family Support Team Member. She is a graduate of Kamehameha Schools Kapālama campus and received her bachelor’s degree in nursing from Hawaii Pacific University in the State of Hawaii.

KELLI KIRWAN
FAMILY SUPPORT

Kelli Kirwan has been involved in family support efforts for the Marine Corps and other services in her personal life as a volunteer as well as in her professional life supporting family programs at the highest levels for the last 30 years. She has participated in and led various programs for both the Marine Corps L.I.N.K.S. program and the Army’s AFTB program as well as served in unit level family support roles. Kelli is happy to now serve as a family support team member for the Marine Reconnaissance Foundation. Married to Master Gunnery Sergeant (Ret) Charles Kirwan for the last 35 years, together they have six children and 12 grandchildren with more expected. They currently live in Round Rock, Texas with their chocolate lab Finn and look forward to continuing to support their Recon family.

LYNNE SMALENBERG
FAMILY SUPPORT

Lynne has been involved in Marine Corps and other service support since she married Todd Smalenberg in 1987. She was the Key Wife Coordinator for the state of Michigan when Todd was on his special duty assignment from 1996 to 1999. She was a US Army Relocation Specialist at Yuma Proving Ground, AZ from 1999 to 2004 and was also heavily involved with the Family Readiness Group (FRG) program during their duty at the Military Freefall School. Lynne and Todd have been married since 1987 and they have two grown children that blessed them with six beautiful grandchildren. Lynne loves being part of the Recon Foundation and giving back to the community she has spent her whole adult life with, especially spending quality time with Gold Star family members and our wounded warriors.

Cathy was born and raised in Fountain Valley, CA. She was an avid soccer player growing up and graduated from Fountain Valley High School. She attended college at San Diego State University and attained her Bachelor’s of Science in Foods and Nutrition. She also holds a Master’s of Science in Education with specialization in Curriculum and Instruction from National University. She has been an elementary school teacher in San Clemente, Ca. for over 28 years. Cathy is married to Blake Smith and they have three adult children, Jacob, Hannah, and Lance.

Diane Homm is a Gold Star mother to SSGT. Caleb Medley, First Force Recon, who was killed in a training accident at Perris Skydiving, February 26, 2013. Diane is the Gold Star Family Representative for the Recon Foundation. She is the mother of five adult children, and has two granddaughters. She and her husband George live in Burlington Colorado where they operate their family ranch. Diane is a speaker, writer, is a retired teacher, and has been involved in the Republican party leadership for many years. She enjoys being part of the Foundation, and being a support for Gold Star families.

Jaylene Kaahumanu Hamilton is a dedicated healthcare professional with over a decade of experience as a Licensed Massage Therapist in the State of Hawaii. She retired from the U.S. Army Reserve in 2019 after 21 years of honorable service and now serves as the Clinic Manager at Hawaii Healing Arts College, where she supports the next generation of holistic health practitioners. In addition to her leadership role, she operates a private holistic wellness practice, integrating both Eastern and Western therapeutic modalities to promote healing and well-being. Jaylene’s extensive educational background reflects her commitment to lifelong learning and excellence in holistic healthcare. She holds an Executive Certificate of Strategic Leadership and Management from the Mendoza College of Business at Notre Dame University, a Bachelor of Science in Occupational Education in Business Management from Wayland Baptist University, a Bachelor of Science in Alternative Medicine from Everglades University, a Master of Science in Oriental Medicine from the Institute of Clinical Acupuncture and Oriental Medicine, and a Doctor of Acupuncture and Chinese Medicine from Pacific College of Health and Science. She is currently working toward state and national certification in Chinese Medicine to further expand her scope of practice. Her holistic approach to wellness combines traditional Hawaiian Lomilomi, Shiatsu, Myofascial Release, Trigger Point Therapy, and Neuromuscular Facilitation with Chinese Medicine techniques such as moxibustion, cupping, Gua Sha, and herbal liniments. Through her work, Jaylene remains deeply committed to helping others achieve optimal health by integrating time-honored healing traditions with modern therapeutic methods. Her dedication to service—both in the military and the healthcare field—exemplifies her passion for leadership, education, and holistic well-being.
